Of course it exists. Bronze league all up to Silver 3 is ELO HELL. No matter what, sometimes you just can't carry brainless scrubs who have no map awareness or goes for yolo tactics no matter how often they die. In my previous 2 days (on gold account) in 3 different games I had afk elo hell who dies early game in the lane and then goes afk.
Many times I just wanted to delete this retarded game because of elo hell scurb team mates. What have helped me to cope with negativity - focusing on my game and trying to get S even that means letting retards to die on their yolo missions. Subsequently I get more wins this way too. All i can say - don't follow and don't support elo hell or they will drag you down emotionally and in leagues.
Elo hell is generally different places for different ranks.
For example, silvers and golds will often find the high bronze arena to be their personal elo hell. Plats often find fault in high gold. Diamond's elo hell is plat and low diamond. Master tier and above elo hell is diamond.
The general pattern is that a division below yours is generally your personal elo hell. Most diamond players aren't skilled enough to pub stomp and hard carry games like a challenger player would, so they find that having plat teammates is a severe hindrance.
Your elo hell is whatever elo the players are playing like monkeys to you while simultaneously being skilled enough to prevent you from hard carrying and stomping.
Elo hell only exists for small sample sizes. Over hundreds of games if you deserve to climb you will climb because the number of times you get idiots on your team will even out with the number of times you get idiots on the opposing team. If elo hell truly existed then people wouldn't be so successful doing unranked to diamond series and elo boosters would be out of a job.

These are just games that happen from time to time, and even some of the CAN BE WON if you are good enough. I recently played with a bottom lane who ended with 3/30 at 25 minutes and we still won because I knew how to apply pressure. Also, you are picking Veigar who is not a hypercarry. Apart from his ulti, he doesn't offer a lot in the lategame teamfighting. Just because he can easily oneshot someone and get kills doesn't mean you actually played well and were worth winning.
Oh, and you csing is horrible. 250 cs at 50 minutes? Nah, you were just as bad as your team, you just got some good KDA because you pressed R on their ADC.
You have a 62% wr and you're complaining about Elo hell? Keep playing and you'll hit high silver guaranteed. I really don't see your point.
