A Solution for Slowing Items

Whew. Had these ideas before I went to bed last night. The problem with permanent slowing effects is that they’re too available. What I mean by available is that once the items that grant the permanent slowing effects are purchased, the effect is always on. The items themselves are also strong on any champion that can build health – practically every champion can build health and benefit from it. Here are some solutions…

Frozen Mallet Grants… -Just a little health -Moderate attack damage Unique Active (Icy): Form a small blizzard around your champion (like Shyvana’s flame ring but ice) that slows enemies near it. Lasts a certain duration that can be extended (again, like Shyvana) by attacking enemy champions.

-Melee champions are the biggest beneficiaries of this item, so the item's health stat is warranted. After all, they have to stay in the fray to lay down the icy effect. Oh, and thanks Shyvana. You're such an inspiration.

Rylai’s Crystal Scepter Grants… -No health -Just ability power Unique Active (Crystal Aura): Grants a tiny bit of damage reduction, some movement speed, and a slowing effect on your damaging abilities for a certain duration.

-The damage reduction makes up for the “health” that would’ve been on the item were it not changed to grant no health at all by effectively granting your champion an additional (1/reduction amount) % of your current health, while the movement speed increase helps melee mages that need it (Mordekaiser) chase enemies just a little more effectively (in addition to the slowing effect of course).

Both these changes would limit the item's "permanent" slowing power by introducing windows of AoE slowing power or windows of burst slowing power with added effects, respectively. The items would still feel mighty effective when you want them specifically for their slowing effects, but wouldn't be universal buys on almost all champions.

I kinda like Frozen Mallet the way it is, but if I were to change it I would make it apply a stacking slow on-hit.

10% slow immediately, +5% slow per stack, up to 4 stacks for ranged champions, 6 stacks for melee. The slow lasts for 1.5 seconds and refresh on-hit.

I would actually leave the health (maybe tone it down a bit) because this item is meant for fighters and bruisers and they need a good mix of offense and defense stats in order to stick to and dual.

The stacking slow will make it less oppressive for enemy champions who are attempting to disengage immediately, but will become more oppressive for enemies who attempt to trade, which is what fighters and bruisers are meant to do. The range and melee difference will make this item less likely to be abused by marksmen.

As for Rylai's, ... I am so tired of seeing this as a core item for EVERY CHAMPION WITH MORE THAN 1% AP SCALING.

So I really, really, really like the idea of giving it more of a situational benefit.

I don't want to see it go away, but it's too popular.
