for those that do not know. Old time lore event, back when the journal of justice was a thing, that is now retconed. So basicaly Demacia and noxus were in a sort of cold war over the crystal scar map,(kalamanda) and stuff. Suddenly, Jarvan attacked swain, sparking it into all out war, and making it so demacia attacked first. Of course though, It secretly wasn't jarvan. That picture is from the journal of justice issue covering the event. If you look at swain's gold thiing on his chest, you can see that the reflection of jarvan, but its actually leblanc! This indicates that Leblanc, proboably working alongside swain, instigated the whole thing while blaming the demacians, by having leblanc disguised as jarvan. Only the reflection reveals the truth.
