People don't buy it because the stats don't fit the active. Tanks don't really need to disable towers because they can do what tanks do and that is tank it. Fighters building defensive items when behind don't need it because they are behind and not at the enemy tower. The active needs to either both empower allied towers and disable enemy towers or it needs to be moved to an offensive item that squishies can make use of to dive.
