Does it even matter how far you put Brand behind?
Honestly feels like he can go 0-5-0 in lane as a "support" but still shred everyone in team fights.

I wish they had just buffed his ap ratios instead of doubling his passive damage. So much of his power is in that thing that all he needs is a Liandry's and he does huge damage.

Even with little gold, he provides good enough base damage and utility that you have to respect him.
That's true for almost every support.
You always have to respect Thresh hook. Always remember that TK can save his ADC. Even a 0/8/2 Bard can pick you off with his ult.
In the same way, you can't just say "Don't worry about Brand, I beat him in lane! Lets all clump together in teamfights!"
If you put him that far behind, he'll be extremely squishy and won't be able to 100-0 somebody in one rotation. If you play the fight correctly, you'll be able to steamroll him. That said, you can't just ignore him.
