Does Tahm Kench's Devour prioritize like this?/Could it be changed?

In most games I play Tahm Kench, at least once I screw up a kill because I devour an ally instead of an enemy. And so far I am pretty sure because it prioritizes allied champs when I clearly targeted an enemy champion. I can see why it would do that, but sometimes it feels too excessive.

Of course, maybe it's just my imagination paired with ping or something, but I'd be glad about an answer.
