Correct me if I'm wrong, but isn't this a buff for scorch?

Basically the damage has been cut in half, but so has the CD. So damage over time is the same. However, now it has a lower cooldown than manaflow band. So now when you cast a spell for manaflow band every 15 seconds you will always have scorch. Currently you have to wait 5 seconds. So now you get to play your manaband optimally while always applying scorch.

Am I crazy or is this not a very nice buff?

Out of all the runes, they had to nerf the one dealing 20 damage lmfao

Hmm let's see, tl;dr. Check. So, if something does 20 dmg and has 20 cd. You cut both in half, 10 dmg every 10 seconds. So if you used it twice it would be the same as the original cooldown. Idfk.

You have to use scorch twice as often, precisely on cooldown, in order for it to do as much damage as it did just for using one ability. The problem is that people are doing too much damage on a single rotation of abilities. Splitting the damage up into multiple rotations gives people an opportunity to regen in the meantime.

Right, but you basically wanna build manaflow band up as fast as possible. (I'm speaking as a morgana one trick at least, idk about other champions.) So I'm going to cast a spell every 15 seconds basically. This new patch means that every 15 seconds I will have a scorch applied instead of every other cast. Sure, I could wait 5 seconds currently, but then i build manaband at a slower pace.
