Usually if they don't hover anything they don't care and willing to play something else. Well at least from my experience.

they stopped declaring since too many trolls were banning their picks, and crying on the forums yielded nothing, despite our request for at least a warning when banning someone's intent, so no more 'sowwy did not see u picked what i just banned'
