@Riot About Rakan

So with the lack of people playing support because it's unappealing, was Rakan a way to try and get people to play more support? His play style is much like an assassin (on the reveal it even stated that) and his impacts are fairly noticeable. Since assassins and the like are popular, is the way he is played meant to appeal to people who play fighters/assassins and make flashy plays?

It seems as though if he makes a good play, it will be more greatly appreciated in that it's flashier and looks cooler. Most other supports, aside from Thresh, don't really have a very clear impact if they manage to outplay or something. On Rakan, this would be far more noticeable. He's mobile, has good CC, and is very clearly noticeable.

tl;dr is Rakan meant to appeal more to people who play assassins and stuff?

I'd be surprised if it wasn't.
