Can we Give Galio the Nautilus treatment?

Make Galio's Q deal reduced damage, but give it like half the cooldown and a lower mana cost. That way, he may be playable. He's a cool champion design wise, it's just too bad he doesn't do much.

Also it's wishful thinking, but make his ult like an Aatrox Q. Yes it's OP. No I don't care.
