They're probably going to wait to see if Bloodrazor and Guinsoo's buffs are enough to bring him into viability. Personally, I doubt they will do much.
Champion.gg says 46, it also doesnt have the data for this patch with new guinsoos.
He needs rework honestly. Zero mechanical skill champion that just statchecks you. He would be decent in DOTA...
