Any updates on changing Spell Vamp?

It seems like every year I read the boards, there are Rioters talking about how they want to either:

A.) Make Spell Vamp viable on more than like four champions

or

B.) Remove Spell Vamp

Can we get some updates about any progress that has been made? Or am I just going to have to accept that my Spell Vamp Quints are mostly useless?
