Which Champs have hard engage? I've heard the term tossed around a few times but still a little confused.

Generally, I find the term refers to AoE hard CC. Examples include (but are not limited to):

Alistar's WQ, Malphite's R, Amumu's QR, Nautilus' QR, Cho'gath's Q, Sona's R, Sion's R, Sejuani's R, Jarvan's EQ or R, Wukong's ER

Basically, they're champions that force a fight to happen immediately. Something in their kit forces a fight immediately.

Thresh, Amumu and Nautilus have kits that hard-engage fights. The moment their Q connects, they are in the fray and locking down as many enemies as they can, giving the rest of their team an opening. Wukong is also an example of this, and he doesn't even use a skill shot. Dive into enemy team, begin Cyclone, allies jump on the enemy team, the fight has been engaged.

Blitzcrank is less of a hard engage and more of a hard lockdown on a single target.

So I take it the term is used loosely? would someone like Morg or Elise with their stuns be counted as having hard engage? Malph, Sej, Amumu and Ali listed above all have knock ups or lock downs.

Morg not so much because even if she lands her binding, it doesn't also put her in a position to follow up the fight, unlike Wukong ult or Jarvan who, after they have locked you down, they're still there hitting you. Morg is pick as opposed to engage.

Morgana and Elise would most likely be considered pick-oriented champions as opposed to hard-engage champions. They excel at catching someone off guard, but are not that good at forcing a full blown fight on many people.

Sion's ult is a great example of hard engage.

Hard engage typically means that the champion is capable at starting a teamfight from distance, even if the enemy team doesn't want to fight and is trying to disengage.

It typically involves either a gap closer or strong MS buff in addition to a hard CC ability (e.g. J4, Amumu, Malphite). Alternatively it can be a ranged hard CC ability (e.g. Leona, Annie). The idea is that if your team gets ahead, a champion with hard engage ensures that you can get the fights you want to press your advantage with.
