Why Is Lux Getting An Ult CD Reduction?

literally why, never when I played Lux have I though she was imbalanced in any way, annoying, yes, broken, no, but adding a cooldown effect for an already low cooldown ultimate + the cdr lux builds doesn't seem right to me
