Well, no. You see, the new Leblanc left Leblanc mains in a rather disappointed mood. She doesn't need a nerf, she needs a fix. Let me explain.
What was the goal of the Leblanc rework? Extend her damage output. What she gets for this nerf, is a unique clone mechanic, to try and trick the opponent into attacking it while you kill them. That's what you can call an outplay, right? If they attacked the right clone, they would have a chance to kill/push back the Leblanc. Except, that didn't work.
Her clone mechanic probably received near zero playtesting. Right now, it just doesn't work. While it may confuse the opponent who isn't paying full attention to Leblanc, the clone is completely nonexistent for the Leblanc Player. Its low clarity (no health bar?), and unpredictable and sometimes stupid movements means the Leblanc players can't play around their own clone. This means they can't use it as a reliable defensive resource.
So since that failed, what did they give her instead? A) Waveclear, which no Leblanc main ever asked for and B) Ridiculously high damage and some points of the game. At level 6 you can literally RW->W->E->Q the enemy midlaner and he will be dead in 2 seconds unless he can kill you first. They should just support her clone mechanic, making it less stupid and add a health bar so that Leblanc can notice its presence. Nerf/tweak where needed. If that fails, remove the mechanic and replace it with the ultimate/R clone.
tl; dr
Riot wanted to give Leblanc less instant damage, and replace it with a clone mechanic. The clone wasn't supported well enough and it failed, so they gave her waveclear and ridiculous damage. Instead, they should look to make her clone mechanic into a reliable defensive resource, and tweak the rest. If that fails, look for something to replace it (ultimate/R clone for example).
