This is BS riot. Illaoi was release next after kindred and jhin after her. She should be getting her first skin since launch since the previous oldest champ got one (galaxy kindred). She was released November 2015 come on Riot.

Casio has been nearly 4 years, Illaoi has only been like 1 year and 2 months.
I agree that she should get a skin, granted I don't play her at all. But some of the OG champs should get them before the newer champs sitting in the 1-2 year bracket.
