Moobeat wrote this over at Surrender@20 under Ryze's PBE changes for 5.12:

"tooltip no longer mentions spells cooled down to a minimum of .25"

Just wondering, what is the significance of this change, if any? Just a tooltip change, or a significant gameplay change? If the latter, what prompted it?

It was a pretty clunky mechanic. Now, Ryze can cast more spells during his passive, especially once he gets CDR. It and the other QoL buff make PBE Ryze stronger than on live.
