Question about building health on Soraka post patch 6.5?

Hello everyone, I'm sorry if this has been addressed in other threads after this patch but all I seemed to find regarding this were threads created several seasons or** patches before 6.5** where the HP regeneration on Soraka's Q (Starcall) was changed to be applied per second and a slow added no matter where the target was standing in the AoE of the ability. Soraka's W (Astral Infusion) was also changed that patch to pass on the Rejuvenation movespeed buff acquired when a target was hit by Q and the heal.

These changes made almost perma-banned Soraka in low ELO for a while because nobody seemed to know how to deal with the constant 40% slow and heals. After a few nerfs on mana costs and cooldowns, Soraka has still been a pest to deal with in the bot lane if she has a team that can decently peel and defend for her while she's able to sit back and comfortably spam W.

Previous to this patch, Soraka's W also scaled along with Soraka's missing health which made heals given to allies when Soraka's health was low more powerful. After re-reading Patch 6.5 when both Q and W were slightly changed,** I noticed that there is no mention to Astral Infusion scaling off of Soraka's missing health. In fact, it simply states that Astral Infusion no longer increases Starcall's healing effect when targeting champions and Soraka can no longer use W to heal minions. And when checking out the new ability summary, there is also no mention of Astral Infusion increasing the heal effect if Soraka is missing more health. **

So, with that being said, is it safe to say that one can build items like item 3083 , item 3027 (if even able to), and other high health stat items without affecting Soraka's heal? Before this I always thought that health regen was the stat that was optimal for Soraka but now I am not so sure. Any thoughts?

Her heal costs her a % of her max health so after a certain point your heal becomes cost inefficient, and doesn't heal your target much. Building Ability Power though increases the amount of the heal AND of her HoT that is on her Starcall as a passive part of it.

This statement is inaccurate. When Soraka's health was low her self-heal from hitting Q became more powerful scaling with the percentage of max hp she was missing (not the raw amount, the percentage), but her heal to allies was completely unaffected. If the heal's base value was 240 and Soraka had 0 AP, she would always heal for 240 no matter what HP she had. Only the self-heal she got from hitting Q would increase when she was low on health.

That has never been a part of the ability.

The reason Soraka doesn't like health very much is because of the %max HP cost on her W. There is no other specific mechanic that causes her to dislike health, and that cost was unchanged in season 6. Therefore, her affinity with health is unchanged.
