Fervor changes. nerfing kalista/kog?

so my first post was word confusing and hard to understand what i was saying some im rewording it. The fervor changes are going to be really poor for the adc meta as it hurts the struggling adc the most while having a net even change or buff on the top adc. so fervor is being changed from on hit to flat ad in preseason and this is how it will affect the adc meta. Nerf to: runaans adc with attack speed steriods on hit affects adc adc with this: kalista/kog/twitch/trist/jinx mini gun mode/ez Buff to adc with higher than normal 1.0ad ratio auto attacks PD users ad casters without on hit affects adc with this: ashe/cait/jinx rocket mode/vayne/draven/lucian

no direct change to non fervor users like varus/mf/corki

without going into to much detail kalista/kog some of the lowest preforming adc will be hurt the most. kalista has a lower ad ratio on her normal auto attacks which means that 60ad from fervor turns into like 50dmg and on her runaans bolt it is an even more hurtful as it will not take 25% of this already lower number so you will be getting like 12dmg from fervor on you runaans vs live since it is a on hit affect you get the full 112 dmg. kog is pretty similar he rely on attack speed to +runaans bolt to do most of his dmg. he typically builds botrk+runaans and rely on on hit dmg from fervor+botrk+w to do a bulk of his dmg but the new fervor without ie+crit is going to be doing decently less dmg on his main auto and a very sizeable nerf to dmg on his runaan bolt

contrast this with adc who auto attacks have higher than the normal 1.0ad ratio on them such as jinx rockets or ashe with passive+q or cait headshot or draven spinning axes. these adc are getting a buff because 60 ad is more effective on them. that 60 ad becomes like 70 or even 80 dmg add on to their auto which can benefit from crit so once you have ie that is like an extra 150-200dmg per auto on crits compare to fervor which is 112 at max right now. now some of them like cait/ashe are runaans user so the fervor dmg on the bolts will be less but the higher ad ratio on their auto will still affect the bolts plus crits will help them some what so their dmg early might be slightly less but mid to late game will be even more. the biggest offender of this are going to be draven/jinx/sivir. draven has higher ad ratio on every single auto as long as he catches his axes and builds PD instead of runaans so he wont be losing any dmg on runaans bolts. JInx is also the biggest offender of this cus in rocket mode every auto is at 110% ad but not only that they cause splash dmg. currently the splash dmg does not proc on hit affects so fervor does not proc however the bonus ad from the new fervor will increase this splash dmg. now you might be saying will she builds runaans and dmg of the bolts is going down that is true but these runaans bolt also proc her splash dmg that do not proc current fervor but will get dmg increase from new fervor. over if you get a crit on your rockets that splashes on 3 targets you will be doing an increase of 300-450dmg per auto. now her mini gun is receiving a sizable nerf from new fervor so this might balance it out,

The point is the strongest adc right now are either not affect at all by these changes (jhin) or are staying relatively same str with maybe some minor changes where they spike (cait/ashe) or are potentionally getting stronger (jinx/lucian) while the weakest/least played adc will be getting even weaker(kog/kalista)
