Is there a single adc player on Riots balance team?

A couple days ago there was "buffs" on pbe to mf(now reverted) and today "buffs" to day for jinx by reducing her w cd. any gold 5 adc could tell u both these changes are a joke to even ever test or consider a buff as they do nothing to address their problems. For mf her problem is the q changes try to force her to go crit but her main source of dmg in teamfights is still her ult which crit is terrible for cus it only increase dmg on a wave by 20%. For jinx reducing this cd is a complete noob trap. casting w is actually a pretty extreme dps loss and that is assuming u hit it since unless they are cc it is super easy for players to walk out. The main reason to use w is to finish off targets who barely get out of auto range with low hp or to slow targets so teammates can collapse. you will pretty much never bee in these situation multiple times within a close enough time frame where where that 2s will ever matter.

I wouldn't not be shocked if this "buff" lowers her win rate cus new jinx players will probably be spamming this in teamfights lowering their dps or spamming it in lane which will oom them pretty quickly. there is a dozen of problems with these adc that fixing any of them could bring them back to being viable. you can add mini crit to jinx w so it actually feels rewarding for how easy it is to dodge. u could reduce the -25% atk bonuse attack speed to rocket form to 15% you could fix her rocket animation because half the time the rocket is in mid air u issue a move command and the rocket dissappers. you could undo the changes to her ult so it not so weak at point blank because at point blank range atm it is the lowest dmg ability in entire game and it is an ULT which only does dmg. You could change her traps so if u dash over them they snare u regardless of if they are armed or not so all the adc with dash like lucian dont just rekt u. u could actually fix the zap indicator because it is completely wrong right now.
