Eh, Q is similar in that its an AOE damage/wave clear tool, but having a simple ability like that is bound to be similar to other abilities. Also seems shorter range, Bouncing Bomb gets pretty far if it bounces all the way, and does quite a bit of damage in one go instead of possibly pulsing 3 times.
I don't see W being too much of an issue. The version on LeBlanc is just a defensive tool, whereas Neeko will likely need to use it to get in sometimes, since she doesn't have LB jump.
E seems more similar to Zyra's snare than Lux's; snares in a line, except better because the last guy is snared longer. I think this is the only one where you're onto something; although I will say Zyra is more about peel, whereas, again, Neeko might need this to go in with ult.
R is more akin to Nunu ult with the delay and shield, but it seems to function more as a nuke than as crowd control. Unlike Amumu or Fiddle, she doesn't have any tools to jump in other than her passive or her W, which aren't nearly as straightforward as "dash in".
After a long string of fairly complex champions, Neeko feels refreshing in that she is fairly straightforward. Her abilities are simple (which probably why some of them feel similar to others) but the complexity of her kit comes in the way you use her simple tools. She's most effective when you use these seemingly simple tools in tandem, and I like that better than "you need to get really good at this kit which isn't like anyone else's in the game so your skillset is mediocre at best with this champion".
