let me explain to you this time. Assassins need Lethality to be able to do damage to tanky champs. but atm everyone is building lethality and rushing them like no tomorrow and they are instead being abused to kill non tanks and one or two shot them instead
So how will they compensate it? mages get 2 Magic Pent items. one from Morello and other from boots. then increasing the percentage with void staff.
Same for AD champs. instead abusing these passive they will get only one of these main items + boots + % penetration if they willed instead abusing them buying all lethality before lvl 18 and two shooting everyone.
dont forget Ad champs can get black cleaver and it breaks the tanks armour.
Kind of tuned you out at Assassins need lethality to deal with tanky champions. That is inherently incorrect. They get lethality to deal with squishy champions. Flat pen is better and always has been better against low resist targets because it's just flatly ignoring a specific amount of those resists. So if an ADC has 30 armor and an Assassin has 18 lethality, to the assassin, the ADC only has 12 Armor. So he is doing more damage with his abilities and AAs to that ADC because that ADC only has 12 armor.
Look at a tank with 250 armor. An assassin is only ignoring 18 armor with 18 lethality. That tank still has 232 armor.
