Champion Shards and Collecting BE

So my main issue is the lack of BE between levels. It feels like it takes forever to get BE compared to IP points. Is this by design? I mean I had 169BE at the beginning of this new thing, I own all the champs and now I'm down to 40000 BE and I feel like I have to hoard it as much as possible if I want any chance of getting champions. Not to mention, it takes forever to level up get those shards. I'm kind of interested to find out from other players, how many games does it take you to get a level without any EXP boosts?

It seems like its at least 10+ games. I play a ton and feel like I'm barely making BE. Its super annoying when you level up, and get a champion shard with only 1 champion, worth only 90BE. So I played 10 games, in which I would normally gain a decent amount of IP during each game, to now only getting 90BE for 10 games? Thats 9 BE a game. There needs to be a boost in BE gain. Just my thoughts.

I actually have started a new account to track and see overall gains while leveling. So far, I'm not impressed and getting kinda annoyed at 22 or so games in and at level 9 the menus are giving me messages to "get in the game noob!" and the weekly free rotation isn't enabled, rather some locked starter free set.
