How to buff Glacial Augment without making it oppressive?

Glacial augment is kinda crappy, but buffing the slow up would probably just make it too powerful. You could add some damage on it, and that could make it a little more attractive, but it would just add to the damage creep in the game. Anyone have ideas for buffing this keystone without going too ham?

Some OPTIONS:

  1. lower the cd on it's application - can be applied more often
  2. add minor armor/mr pen (adaptive) to it upon slowing an enemy (like 5/10/15% or less ranking up with ult levels).
  3. enemies affected by cc (the slow of glacial augment or some other cc ability by a champ using glacial augment) take 10-25 true damage dependent on level. There could also be a cd added to this damage effect to prevent spam abuse of it nuking someone early into game.

You can use traditional ult levels; sorry I thought that was implied I meant that.

What if during the slow, some portion of the attacked target's resistances were reduced (not a massive amount, but the reduce-ment would scale through levels)?

I think a cool feature would be for the freeze ray part of it to activate any time you cc a slowed enemy with something else. I like to use it on Taric sometimes so this would mean that if I slow the enemy with GA then stun them, the freeze ray would shoot out.

I want some better visual clarity. I take it on Taric because it's the least crappy feeling keystone on him yet I still barely even realise it's gone off.

I feel the freeze ray just needs to be less wonky and clunky. Widen its use cases sommore and it will be iable imho.

I can see two options: Option 1: Remove the slow effect from the AA section and add it to abilities based on level scaling (10%-30%). Option 2: Make slowing effects increase damage done by abilities and effects.

Option 1 would benefit AD and AP champions alike, Option 2 would be far more useful to those that inherently build things like Rylais, ireborn, frozen mallet, or had inherent slows in their kit.

The current active item slow is underwhelming enough that it could be removed or kept in (it wouldn't really matter either way).
