Why does Ekko have a better Viktor E on his Q?

It is quite literally fire, forget, wave clear from longer range and even more inability to meaningfully interact. There isn't even a window to beat him, unlike Viktor's delayed Hexcore. He can quite literally double Q from level 1 and push in to towers with a simple auto, then scale up off one item to wave clear with 2 Qs. After that it's a 1 q wonder to completely wipe a wave when he's already moving out of the lane.

It is ridiculously frustrating even pretending there's interaction other than 'keep him out of Q range of the whole minion wave' ontop of his powerful fighting ability.
