The Juggernaut item is used to greater results by Diver and Hyper Mobile champions like Irelia and Lee sin than by its Original intended users.

Fairly sure it was intended more as a fighter item in general and not so much a juggernaut item.
I use it on Morde a lot but not as a defense from poke, more as a way to let me keep hitting them and survive the tons of damage until I get my ghost friend.
