Personally, I don't think he is.
He is super good as a support but his laning phase is kind of bad as a support, past that he is really good at everything he does well.
As a top laner, he just farms up to be annoying later and can potnetially ruin some characters if he gets the right MU, he is good vs Irelia imo.
Some people run him as a jungler well but I haven't seen one yet ranked or not.

Red Ryu1 votesHis teleport isn't great range wise at first, it has a huge start up and cooldown to go from A-B.
His grey health helps but isn't the annoying part of that skill. It's the shield that can almost double his health.
Devour is a legit super strong ability, but that is what he does to stand out.
