Runes should not have a level lock
I made a new account to one trick on and climb. I am pretty frustrated because the existing default rune pages are mediocre on him (yorick) and I don't gain access to runes until level 11. So I pushed through these sub optimal runes to get to 11 and I STILL don't have access to runes because the smaller runes are locked until level 13, minimum.
Why lock runes? I understand you don't want a pleb adc using resolve and demolish because it would hurt their team, but that will become quite apparent after said pleb makes the mistake once. The leveling system doesn't feel like a progression system, it feels like a parent holding your hand making your decisions for you, even though the choices are entirely restrictive and hurtful to the experience of the player.
