Does the new warlord's bloodlust affect monsters?

It says that it affects minions for half of the effect that it would to champions. I was wondering is monsters are lumped into that category or not?

to my knowledge no... no it does not.

It specifically wasn't so it didn't have to be balanced around affecting jungle clears.
