What's the repercussion for actively not choosing to report an intentional feeder?

I'm not talking about the bad player feeder, I'm talking about the actual intentional feeding () of walking under enemy turrets and standing there.

Surely if someone actively says 'I'm not reporting her/him because X complained or X outplayed me so I'm salty' that means they are allowing this type of behaviour to get past the radar, effectively saying 'Intentional feeding is okay'.

I don't think anyone wants people who let intentionally feeding past in this game just as much as the feeders themselves, so what would be a suitable report?
