@BalanceTeam, Can Zilean afford to get additional attributes in his abilities?
I don't actually play/care for Zilean but I personally find it odd how little interaction he has over time as a, y'know, master of time. We know that when designing a champion's kit you essentially have a power budget so I don't know how much of that is used up on Zilean (maybe all because he's such a 'what if' champion if everything is in the right place at the right time (HOHOHO) but then again what support isn't?).
When I say additional attributes I meant better interaction between Zilean's abilities and how they actually affect characters and time itself.
Not all at once because that'd be crazy:
Q: When the enemy is stunned (for that small 1-1.5 duration) their cooldowns also halt for that duration.
W: I would personally argue he should get mana back from the last ability cast within a set duration since this ability represents returning power to Zilean. Since the ability costs 30 mana, it's just a little helping as well with 25 from his E and 50 from his Q max rank.
E: His E is either slow time and fast time and so many attributes could work with that. Slow an enemy, slow down their health/mana regeneration as well. Speed up an ally, gives them some attack speed etc. Due to having attributes of time, there are many ways this ability could be made oddly unique.
R: Thinking of how this ability actually works, I imagine that during the stasis time the Time Rune actually searches for a placement in time when the champion was X amount healthy. Thinking about it like that makes the ability seem less outdated.
Maybe, dunno. A lot of people on the forums seem to want a more reliable Q but I feel with the release of Ekko coming up Zilean's application of time is really outdated and could offer really interesting ways to interact with characters stats.

's overall problem is also that he has only a limited set of opportunities to truly express his power, due to having only two "real" basic abilities as a support/mage hybrid (both classes are meant to be completely focused on projecting their power onto teammates and opponents, too). I think, as Duke Anax mentioned, it would be better if Rewind were moved to Zil's passive, and he instead got a new active to play with that would emphasize his characteristics as both a mage and a support.
