Quinn buff to improve her jungling?

Meddler would it be possible to allow quinn's harrier to do bonus damage to camps, nerfing her lvl 1 & 2 ad makes her toplane role less oppressive but possibly hampers other role options for players. It could give quinn players more motivation to go to different roles other than top lane too which may be nice for both the enemy team and the quinn player.
