Luden's Echo Nerf

This is why I can't trust Riot as much as I would like. Luden's was supposted to be the replacement for DFG. Something that Burst mages used to nuke a single target down. Most mages were buying with the stats it gave, thus it needed removing, or reworking. Now luden was the replacement, no longer. With the recent nerf, it will be less useful on the burst mages, and more useful on the assassins with mobility and mages that spam like Here is the context for those who don't read the patch notes.

I'M CHARGING MY LUDEN'S Luden's Echo charges stacks at a rate of 20 stacks per spell cast ⇒ 10 stacks per spell cast ABILITY POWER RATIO 0.15 ⇒ 0.1

With these changes, immobile mages will be hurt more, wont be able to build as much ap, as cost effectively as other champs. This is the kind of thing that contributes to mobility creep.
