My bad.
They made improved Exhaust baseline in season 4. Up through then, exhaust was buffed and then finally nerfed.
Exhaust is fun to use and fun to bait. I don't see why we need to gut it. A support can get ignite.
Gutting it?
A more powerful damage nerf debuff coupled with a more powerful resist shred would be specifically useful if you want to fuck up people trying to duel you.
A more powerful slow coupled with Grounded would be useful for people who really need that extra CC.
When a spell does lots of things (damage reduction, resist shred, move slow, attack speed slow) then none of the individual effects can be too powerful without breaking the spell. By having two separate spells with more specific effects, you can make those specific effects much more powerful.
In the case of Flash, the Passwall would be significantly more potent as an escape or engage tool since you would be able to go shooting along routes that are otherwise closed to Flash. It would also make flashfail faceplants a thing of the past. Dash would be able to have better range and/or a better cooldown, again very useful for champs who rely on it to initiate or escape.
