He doesn't spin until after he's Q'd on you and procced 
And then he spins and continually procs 
"Don't get close to him in the first place." If that's the strategy, he's officially broken. Garen is a big man with a sizable spin radius. If you can't get close to him, that means you can't push a lane he's in at all, just by him standing there. If your range tries to handle him and he charges, and you need to flee instead of protect your marksmen and mages? That means he's broken.
If counterplay against a champion is literally "run the other way", the champion is broken.
Or put a minion between you and him.
Why does Yasuo have so much power? because you got knocked up, dont get knocked up, he's so easy to read. Why does Vayne have so much power? Because you let her auto attack you over and over, stay away from her AA range, she's so easy to read. Why does Riven have so much power? Because you let her hit all her Q's, just dont get close to her when she Q's, she's so easy to read.

New garen is strong absolutely, but there were tradeoffs. His W provides way less burst reduction than before and because triforce/conqueror is now core he doesnt have the extra beef from resolve primary (grasp). He is much more prone to being Bursted than before, But boy oh boy is he fun to play against people who dont respect you and get in the Ol DEMACIA range.
Edit: I don't understand why people have so much trouble with this, you have to respect darius Pull range but you shouldnt have to respect garen spinning on your face?
honestly i like how the new garren works his erly game is a lot better but in the same regard he scales more consistently and he still has the same weaknesses he always had they literally just fixed up his laning phase lol.
yea that isnt new they didnt drastically change anything in his kit and people have zero clue how to play against him
