Max E or Q on Azir?

Q first - May be less damage, but is much safer with the harass, and soldiers can be moved way more often. W second - Gives a very nice attack speed boost in the mid game. E last - You don't really use this ability for much other than repositioning now since the knock-up was removed and W got passive attack speed.

Q first, then W. E last. It's basically only used for the utility.
