Edit: its come to my attention that Singed's poison will only be changed to 20% slow. Since the q ticks 3 times, this is still an effective permanent slow, despite the reduced duration.

Singed will instead be changed this coming patch in a different way. I'll Make a new post about it and post the link here for those interested.
