Orange Essence and Skin Shards

While I was looking through my Loot tab on the League client, I had a thought - I have a couple skins that I have two shards for. I know that you can create a permanent skin with three of the same shard, but why do we limit it to that?

I propose that we be able to get the skin with two shards and a slightly discounted Orange Essence cost from the price used to make the skin from one shard. This would, of course, take into account the price of the skin shards you have, making it so that you don't potentially lose Orange Essence by going this route (as it is now, you could turn the second shard into Orange Essence and then use that Essence to purchase the skin).

A possible formula I have in mind is:

[(Permanent skin one-shard OE price) - (Skin shard OE value)] * .95 (to give a minor OE discount) = Permanent skin two-shard OE price

I feel like this would encourage people to stock up on skin shards for skins they really like, rather than just randomly re-rolling them in the hopes that they get a skin they want. It would also allow people who get a lot of the same skin shards to save some Orange Essence for use in creating other skins.
