Volibear is ... dare I say... overpowered!!

Well here are some facts to consider:

Volis q does bonus damage and "hard" ccs the enemy if you count flipping them over and slowing them (atleast i think it slows) It also grants him 30% bonus movespeed TOWARDS CHAMPIONS at level 1 !!!!! , without a champion it is still an amazing 15% boost.

His w is where the magic happens. He's listed as a fighter (primary), and a tank (secondary) Pretty sure this is maxed first, but for comparison, at level 1 you get 8% attackspeed per stack and at level 5 you get 20% per stack. That's 4% less than a guinsoos and like I said, this ability is usually maxed first. Best part is: It's an execute (hey fighter) and it also scales with 15% of your bonus HP. I consider myself to be fairly decent at kiting and volibear running at you with simply a cinderhulk and some boots is basically unkitable. You're attempting to avoid his flip, which lasts a long time, and then you have to 1v1 him unless you have enough attackspeed to just run around and attack at nearly the same time. The only adcs which come to mind that are capable of doing this are either vayne or kalista. Kalista does potato damage when his passive is popped, since it basically rends her rend useless ( hah ) and vayne is plain out broken and can condemn him/stealth for 2 seconds w/ a true damage passive lol His e is probably the only thing I'd say is balanced, b/c his passive is on a two minute cooldown and volis don't give a shit if they use it in the JG because after one run it'll be back up, and his ult lasts for an absurd 12 seconds with aoe magic damage (75 at rank 1).

He's very vulnerable vs displacements because all of his spells are close quarters. A Janna ult, Draven E, or anything else like that really screws him up. Pantheon is also fun because it consumes the flip, and he can't do anything about it at that point.

I also imagine that Shen is really powerful vs him in a teamfight as virtually all of Voli's dps comes from autos. His W only scales with bonus health, so if his execute is very powerful, he's a bit of a meatsack. That makes him ideal for champions who drain tank or simply rewarding them for hitting the tank reliably. If he builds a mixture of hp and armor, his W isn't as powerful.

The above reasons makes Voli extremely reliant on his team or lack of vision, making wards an absolute must (more so than normal)

Volibear is by far my highest champion mastery so I'll do my best to address these.

The Q increases MS yes, but does not slow, that's his E. Generally after a Voli flips they hit the E for the slow that at later levels is just dumb. The Q is what he has for a gap closer and escape, it lasts 4 seconds, so if you can dodge for that long you're free. The E's range is extremely small and you have to be almost right next to him.

Yes you max his W first, it's the only reason he can clear the jg. It is an execute and people always underestimate the damage.

The passive is great early and generally mid game, but late game you will die because you'll generally be hit for too much. The ult is eh imo, it's awkward and no one will generally engage me when they see it's active.

His E is probably the ability I find most issue with actually. I think it slows for too much with 30% at rank 1 and 50% at max rank, it's damn near impossible to escape unless you flash terrain or use some other escape that he won't Q to.

He is overpowered, but you won't see Riot do anything about it because he's not in that many games. He's a huge ball of stats; basically just a right click champion, who gets way too much attack speed just on his own.

Volibear is decent this meta, but he isn't OP honestly. He's easy to handle, but obviously if you're a squishy melee laning against him, you will have a rough time.
