runes are probably the stupidest concept I've seen aside from needing to level up for masteries. This was clearly done because no other creative ideas came up for rewarding players for leveling up aside from being level 30 and getting ranked. (is ranked a reward tho lol)
anyways; this can create a shitty experience for new players because atm leveling a new account at level ~20 i'm playing with and vs plats, level 30s unranked, who have full rune pages and dear god why
Runes give another level of depth to your champion and play style. If you are feeling ballsy and want to go full dmg, you can build a rune page for that and it will show in game. The fact that you have to buy the rune pages at such a high cost though... That's another thread...
Yes! I was literally talking about this today in a game, because I have Yasuo on my smurf account that I am leveling and the early game is so much more rough without any runes yet. Thankfully the 
build gives 100% crit already but it still can be rough
I don't think they need removed, but you can change them to be better for new players. People have been asking for years for Riot to remove the IP cost and just unlock them all on every account.
