How do I counterplay this?

I went in to 2v2 the enemy laner as , my support was , the enemies were and , long story short I get exhausted and I die when the enemy jinx had 4 of my stacks on her with less than 150 hp...

But my annie didn't exhaust the enemy even though she had it? Is there a way I can force her to use it? Because I was counting on the supports contributing to that fight evenly , idc if it takes more micro on my end, I need to be able to force my support to use a summoner spell in order to win a 2v2...

The only way to force your support to do things when you want them done is to play support yourself. Sorry, but either Annie wasn't very good or had a reason for not casting Exhaust that you overlooked. Either way it's her job to use your summoner spells, and for you to use your own.

Afterwards she said she didn't know what she was doing so I should be able to use her summoner spells for her....she didn't use her exhaust ONCE until our inhibitor was down and it was on Blitzcrank

Simple, let me use exhaust on someone that annie is in range of, Idc if we both have to be in range, idc if it is more micro on my end, idc if it goes on an increased cooldown to annie, let me do it to counterplay annie being a jungle main that has no idea how to play support..

She tried to play xin support but the enemy team banned it thank god...

You get to play your role. She gets to play her role. If you don't like it bring someone you know to play support for you, because you have no right to play more than one role.

Considering its MY LP I should be allowed to use their sums if they submit to it...I have a right to carry someone who is ignorant and even admits that they are...

And what do you mean I have no right to play more than one role.....if you are tieing roles to summoner spells alone then you are crazy, if not then I`m guessing Ivern is proof that you are wrong since he is a support jungle....

It's not YOUR LP, it's your team's LP. No one cares about the individual players, this is a team game. You get no more say than the other four people that make up your team.

I'm tying summoner spells to the people who choose them. You are one person, so you get one set of summoner spells, and you definitely don't get the spells someone else has. You have no right to their spells.

You are matched with a team. You're asking for the ability to take another player's abilities and use them yourself. What would decide who gets to do what? What's to stop your jungler from feeling you are useless and taking your abilities and spells?

But you're right, there's no reason to talk to me if you refuse to see reason.

Already said annie would have had to consent to it, all annie had to do was be in range of who I wanted to use exhaust on and not be cc`d its not me taking their spells from them its me deciding when to use them, if she wanted to use it sooner than me than she could have...

"whats to stop your jungler from feeling you are useless and taking your abilities and spells" was just talking about summoner spells and already said that their needed to be consent...you refuse to see anything apparently , goodbye.

Blitz missed his hook on me, annie blew all her spells on blitz even though jinx was in range, I got jinx very very low with 4 of my stacks on, 1 auto attack would have proc`d and killed her and healed me because I had that rune in the precision tree that heals after you kill someone...

Literally nothing much to describe all annie had to do was exhaust jinx and I wouldn't have taken nearly as much damage....

Counter Blitz? Just have a real support that knows what they are doing, and bait his grab, then pressure with poke or all in.

That's what I did, he missed his grab but he exhausted me when I was 1v1ing the enemy adc while my support sat there doing nothing...

Yeah I mentioned in my comment having a real sup that knows what they are doing. If you have a garbage sup, then you lose by either feeding, or losing cs, which is the same as feeding anyway.
