Unreasonable buffs

Akali and Lux did not need buffs. They both do too much unreasonable damage and now with their lower CD's, they can do even more.

Lux buffs make sense, since higher up shes nonexistent. The Prismatic Barrier buff is probably the most interesting buff, that may actually have an impact on her higher up.

And we all know Akali will probably never be viable in pro play so.
