How rare is my skin?
I got a hextech chest and i got Super Galaxy Rumble. Is that a good and/or a rare skin? Or would it be better if i just combine 3 skins shards into one permanent?

Not rare since it's buyable, but it's a good skin. If you play Rumble get it.
He can be purchased at any time so I wouldn't say it's rare.
It does have a higher RP value, but if you're never going to use it I'd reroll it or break it for essence.
If you're looking for getting rare skins from Hextech, typically anything you can't currently buy in the shop counts (Legacy skins, basically). Epic, Legendary, and Ultimate skins are the higher tier and I'd outright keep any Ultimates (they're better then any Legacy visually TBH) you get unless you hate the champ with a burning passion or already have the skin.
Really rare skins are ones you can't get from Hextech OR the shop, like the two you can get from Honor, Triumphant Ryze, or the Victorious Skins from each season.
i get chests all the time i cant count how many vayne mains i pissed off telling them i disencahnted 2 soulstealers
