Bring back Glacial Augment freeze ray on minions!

Considering the very limited champions that take glacial augment and also buys a Randuins/Righteous glory, I feel it's a huge nerf the the keystone to no longer shoot out the freeze ray if you slow minions.

Otherwise there's hardly anymore synergy with Randuins + Glacial anymore.

I hope Riot considers implementing it back into the game.
