lvl 8 runes unlock?

as the title says you unlock access to rune pages at level 8... BUT you cant edit preset pages AND you cant make a custom page until level 11? whats the point of unlocking it at 8 then? one tricking katarina on a new account but the preset for electrocute is ass for her...
