Theres a reason no summoner spell has hard CC, the pick potential and escape potential would be too op, summoner 3 would never be seen again (except in low level games where the new summoner was not unlocked)

I think it would be too powerful as a summoner spell and would be a must pick for any gank hungry lane. I can see it as a final item, though, with weak stats.
