If it means he will be viable in competitive play, then riot will slam their fist down on this post and scream NOOO.

Shen cannot be buffed because his ultimate holds him back. It's too strong in organized play, meaning buffing the other parts of his kit will make him too overbearing in pro play.
It sucks, hopefully we can get a rework soon.
