level 7 he can clear a wave with his lazor and one shot people by 6, aoe slow, stun so you cant bother trying to catch him... why does riot refuse to deal with champions like him?

Because he has a bunch of counterplay to his kit. The people that play him are just really good. Oneshotting people at level 6 isn't uncommon for a burst mage.

lol both e and q have a 1 ratio or so and q has pretty much no cooldown. huge damage with no cooldown unlike what burst mages are supposed to be about

His W doesn't even stun right away and it's easy to get out of. His E is a skillshot and so is his ult. It's not even the first part of his E that does the burst, it's the second part of it when it explodes on the ground.

You completely ignored the fact that his Q will out damage anything else because of its 2 second cooldown.

What's he gonna do after someone dodges his E? It's not like his Q and ult will 100-0 someone alone. His Q is not where his damage is at, it's the E, and if it doesn't hit he isn't going to kill you.

He clears the wave with one laser after a 1000g upgrade, and honestly, he's pretty balanced. Also, every burst mage/assassin one shots at 6, some just do it easier than others.

why do people think the champ is balanced if they are pick/ban or close to pick or ban in lcs play...

Because, and I'm ever so tired of saying it, the LCS and Standard Play are two entirely different fields of balance.

Its 1250 actually. So instead of buying large rod he upgrades hextech. I'd say hes pretty balance his pre6 lane isn't the best

Huh, I hadn't realized they changed it, I haven't played him since they changed his E and R some time ago aside from one ARAM match.

He also has to sacrifice utility and damage summoner spells for mobility because otherwise he is shat upon.

He's a big gamble in uncoordinated play. Because he can't do ANYTHING before he hits level 7 or so unless the enemy is just hugely incompetent. Your team could have lost the game by then and he's not a good champ for turning games around (although he's great for breaking an even game or snowballing a lead).

He's also super vulnerable to Ganks. SUPER vulnerable to them. Try using your W to stop a Lee Sin from camping your lane.

Viktor is a good champion in general, but he is dominating pro play because he can be blind picked. He doesn't really have a "bad" matchup, just more and less favorable ones

If you're opting for constant wave clear, Viktor is highly reliant on mana during the laning phase which his first buy doesn't give a whole lot of. You also forget that the guy is still an immobile champion. Bait out the flash and rotate again for a gank and snowball off of it.
