Simple change to balance jax

perhaps most people are not thinking about him as they have a sense of relief from spear of shojin removal, but his kit is still oppressive.

Is he the only one with short cd targeted dash? no, and as a melee carry/bruiser teamfighter/duelist he needs it. His w is also needed, and r is unique and fits too. Its the counterstrike that is completely unique and oppressive.

I get the concept, dodging all auto attacks for a duration, and im fine with it. The return damage, however, can go way too high. you are already not damaging him by autoing him, why punish enemies further for autoing him? Also, the aoe 1 second stun duration tied into this ability is too long and doesnt suit this champ given how easy it is to land.

make it a ministun - 0.5 seconds, and reduce the scaling of e return damage with people autoing him during e duration.

this will balance him
