Why did they even rework Graves in the first place...

First of all I just wanted to say I was a very big fan of the pre-rework Graves and played him before the rework, Then they change his kit into something I don't like at all. I loved his old q much more even if it didn't do as much damage as it does now, I also hate this new reload mechanic. On another note after the rework for Marksman it's sad to see champs like graves and quinn being played in the jungle and top more than ADC which is and SHOULD be the role they are in. I can see quinn being reworked but why rework graves when he wasn't even a problem before the rework??

He wasnt a problem, But anything he did another ADC did better. So they added Diversity to his Kit

why couldn't they just buff him then I never thought he was a terrible ADC although he was outclassed by some of the better ADC's at that time I still thought he was good

If they buffed him he would have just been a better Lucian. That's why they reworked him.
